Task:
Define and implement a local purchasing strategy.
I define and implement a local purchasing strategy if business needs and/or supplier markets are local. This local purchasing strategy achieves financial and non-financial targets in line with the Global indirect purchasing strategy defined by the Group indirect CPO
I submit this local purchasing strategy to the approval of the Group Indirect CPO, then I ensure that it is formalized and deployed, for each family or segment, by a Local Buyer
I maximize the coverage rate concerning local family(ies) or segment(s)
I participate to the purchasing squads organized by the United team and I initiate purchasing squads to generate synergies across global, regional and local levels
I encourage and support local buyers to challenge business on their specifications and needs with the aim to increase synergies with current regional (potentially global) families I make sure that local buyers have assessed the criticality of their families or segments and that they are able to determine priority levers according to this criticality
I ensure that local buyers systematically integrate sustainable criteria in their local purchasing strategy (in specifications, RFI, RFP, supplier assessment, SRM…) in line with the Group requirements
I ensure that local strategies are in line with the Group priorities in terms of savings, purchasing coverage rate, sustainable commitments, contractual conditions, risk mitigation plans, innovations, etc…
I disseminate the framework contracts and promote their use
I check the financial and non-financial achievements of the local strategies in collaboration with the local Buyers. Depending on the outcomes, I ask for corrective action plans. I monitor the implementation of these action plans
If relevant, I initiate and orchestrate Make or Buy analysis, Buy or Lease analysis with concerned stakeholders
Build and manage the local purchasing team
Monitor and report the local performance
